Script is a small, expert, but informal half-uncial: c is often tall, extending over the following letter; E is tall in ligature; i-longa is used after r, ꞇ, and even Ᵹ; the middle stroke of N sags; the bow of q is a thin oval. The text is not from the Theodosian Code or the annexed constitutions.
